Role Overview


The Recycling Operations Specialist will help oversee CAA's program for transportation and recycling infrastructure. This role assists the Recycling Operations Manager on the oversight of funding and compliance obligations related to the collection and management of recycling across the state. The Specialist will support program delivery and leading relationships and collaboration with recycling collection haulers accomplish CAA's and State of Oregon's Extended Producer Responsibility operational outcomes. The Recycling Operations Specialist - will also work closely with CAA teammates and external interest holders to educate and engage haulers, expand access to recycling collection services, and invest in Oregon's recycling infrastructure. This role will ensure workflows are managed to meet critical implementation, operational, and reporting deadlines.


Key Responsibilities

  • Develops a deep understanding of CAA's funding obligations to partners across the state, which are managed through the terms of funding agreements, as well as the regulatory requirements associated with program funding.
  • With oversight from the Oregon Recycling Manager, the Recycling Operations Specialist will assist with engagement with LGs and service providers to finalize contracts that outline the investments that each community will receive to enhance current recycling infrastructure in these communities.
  • Gathers and manages comprehensive program and financial data, and ensures its accuracy and completeness, to help:
  • inform competitive compensation offers;
  • facilitate timely and well considered responses to contract terms and condition changes during the negotiation process;
  • support short- and long-term strategic planning activities; and
  • ensure regulatory compliance.
  • Ensure new infrastructure investments are successfully integrated into the existing recycling operations.
  • Conducts risk assessments; reports identified risks to management; provides recommendations for risk mitigation.
  • Establish and maintain positive relationships with Oregon's solid waste and recycling haulers including local governments, tribal nations, non-profits, and private operators.
  • Actively identify opportunities for innovation, improvements in collection standards, increased operational efficiencies, reduced contamination, increased access, higher participation rates, and higher collection rates.
  • Report irregularities and vendor performance issues to management.
  • Understands and oversees standardized project documentation and logs (actions, issues, risks, key decisions).
  • Plans, directs, implements, evaluates, monitors and forecasts budgets and costs in each work area to achieve financial objectives.
  • Conducts risk assessments; reports identified risks to management; provides recommendations for mitigation of risk.
  • Works with the appropriate resources to ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.
  • Manages information necessary for quarterly and annual reporting.
  • Performs other related duties as assigned.

Qualifications
  • Bachelor's degree or 7+ years practical experience in related field. Direct working knowledge of the recycling system in Oregon, with a minimum of 3 years of experience working with local governments and/or service providers delivering recycling services.
  • Experience negotiating contract terms, pricing, and conditions with vendors, customers, or partners.
  • Experience managing relationships with suppliers, contractors, and service providers.
  • Understanding of pricing models, cost structures, and payment terms in contracts.
  • Understanding of Oregon's recycling collection systems.
  • Experience leading program innovation or start-ups preferred.
  • Successful track record with team leadership
  • Includes travel to meet with stakeholders, including haulers, local governments, transfer stations, CRPF's, and local businesses.
Compensation & Other Information
  • Location: Remote in Oregon
  • Salary range is based on a variety of factors in accordance with applicable law, including the successful candidate's relevant experience, skills, knowledge, and work location. In addition to base salary, this role is eligible for medical, dental, and vision benefits, life insurance, retirement, and paid time off.
