Position Title: Substance Abuse Counselor

Division: AA

Location: Okinawa, Japan

Position Summary:

We are seeking a Pharmacist for a long-term contract providing personal medical services to support the Department of Defense (DoD) at U.S. Naval Hospital Okinawa, its Associated Branch Health Clinics, and the U.S. Naval Dental Center Okinawa (3rd Dental Battalion) in Okinawa, Japan. 

As a part of the Advancia Aeronautics Team, healthcare workers (HCW) will be supporting the Naval Logistics Command with medical services for active-duty military personnel, their dependents, eligible DoD civilian employees, and other eligible beneficiaries designated by the Government.

Essential Duties & Responsibilities: 

  • Perform a full range of Substance Abuse Counselor duties, in accordance with assignments under the resultant contract and consistent with scope of practice for profession, including, but not limited to, screening; assessment; diagnosis consistent with certification or license status; treatment plan development, implementation, and evaluation; individual and group counseling; crisis intervention; case management; patient education in a knowledgeable, skillful, consistent, and continuous manner. Screenings may occur in either the outpatient or inpatient setting.
  • Obtain or provide relevant information that will facilitate treatment, assist in developing programs, and service delivery relating to the Substance Abuse and Rehabilitation Program (SARP).
  • Function as an integral member of the SARP Department team, presenting assessments and reports in team conferences and participating in the diagnosis and treatment planning for the indicated patient, as well as providing information to other clinical providers, when applicable.
  • Attend and participate in meetings and case conferences. Collaborate with other disciplines within USNH Okinawa, the USAF MH clinic, relevant MTF Directors, and appropriate community agencies (e.g. MCCS, MFLC, etc.).
  • Prepare written reports for medical records of the history, Suicide Risk Assessment and other relevant findings IAW training and licensure.
  • Document patient contacts and progress in accordance with departmental and USNH command policy.
  • Utilize sound judgment and crisis intervention skills to prevent or reverse potentially harmful situations in the clinic. Follow command and clinic specific policies for elopement and management of disruptive patients.
  • Identify and document medical consequences of alcohol and other substance use, to include withdrawal and detoxification.
  • Identify and facilitate the placement and management of patients in appropriate levels of care within the continuum of care model of the treatment of addictive disorders.
  • Conduct tasks and duties in coordination with health care team members in accordance with patient care goals, and clinic and program mission and activities.
  • Other duties as assigned.

Education & Experience Requirements: 

  • Must possess one of the following:
  • Associate of Arts degree in a behavioral science with specialized training in substance abuse and chemical dependency treatment
  • Completion of the Navy Drug and Alcohol Counselor School (NDACS) that leads to Navy Certification as Navy Alcohol and Drug Abuse Counselor
  • Must possess and maintain one of the following certifications:
  • The National Association of Alcohol and Drug Abuse Counselors
  • The National Board of Certification Counselors
  • The International Certification & Reciprocity Consortium/Alcohol and Other Drug Abuse
  • Certification as a Navy Alcohol and Drug Abuse Counselor.
  • Possess and maintain a current, unrestricted license or certification as an Alcoholism and/or Drug Abuse Counselor in any one of the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands. (C.8.6.19.2.1.2. will suffice for this requirement.)
  • Possess a current Basis Life Support certification.
  • Provide two letters of recommendation written within the preceding two years from a manager, director, or direct supervisor of a Mental Health Clinic attesting to the HCW's applicable clinical competence, communication skills, ability to work on a multidisciplinary team, and overall professionalism. Letters must include: name, title, phone number, date of reference, address and signature of the individual providing the recommendation.

Working Conditions/Working Environment/Physical Demands: 

  • Must be a United States citizen, successfully pass an extensive government background investigation and receive government client approval
  • Shall provide services Monday through Friday between the hours of 0600 and 1800. The HCW shall be assigned an 8-to-12-hour shift. (to include an uncompensated .5 to 1 hour meal break depending on shift length). In no instance will the HCW be required to provide service in excess of 80 hours per 2-week period. The specific schedule for each HCW for each 2-week period will be scheduled 1 month in advance by the supervisor.
  • Work is primarily performed indoors at a Military Treatment Facility; employee shall be physically capable of standing and/or sitting for extended periods of time, have the physical ability to perform assigned tasks, able to lift twenty (20) pounds
