Job Description

The Pharmacy Manager, Clinical Services is part of the Provincial Pharmacy Leadership Team with specific responsibility to develop, implement and manage the components of pharmacy clinical practice.

The position is responsible for developing optimal clinical pharmacy service delivery and assuring its sustainability at a level appropriate for all facilities. Specific accountabilities include leading a collaborative provincial-wide initiative to establish clinical practice standards, professional scope of practice and collaborative practice model and research activities. Pharmacist and pharmacy technician continuing education and professional development are also priorities.

Duties will include but not limited to:

• Provides effective leadership and management for clinical pharmacy practice across the organization;
• Responsible for planning, implementing, monitoring and evaluating clinical pharmacy services;
• Leads, coaches, mentors and provides expertise and advice to pharmacists to foster, maintain and improve patient care initiatives and promote organizational effectiveness;
• Participates in decisions regarding drug therapy requests that cannot be approved by a staff pharmacist;
• Responsible for medication related clinical decisions across the organization;
• Implements policies and practices consistent with the objectives of Pharmacy services;
• Interprets and communicates HPEI policies to pharmacy staff and ensure compliance;
• Promotes positive communications and effective problem solving within the division, with other sectors within the health system as well as with internal and external stakeholders;
• Ensures the ongoing delivery, monitoring and improvement of clinical pharmacy services;
• Promotes and facilitates evidence-based decision-making through the integration of recognized standards and best practices for the delivery of clinical pharmacy services;
• Participates on the Medication Management Quality Improvement Team to ensure compliance with legislation (both provincial and federal), regulations and standards of practice for HPEI and the profession of pharmacy with particular attention to compliance with Accreditation Canada Standards;
• Participates in the Provincial Drugs & Therapeutics Committee;
• Ensures regular monitoring and evaluation of clinical activities, programs and policies with a view to improving client outcomes and staff satisfaction/performance;
• Ensures regular monitoring and evaluation of programs and services in order to inform service modifications and most appropriate clinical priorities;
• Monitors service utilization information and in collaboration with other senior directors/managers, determine appropriate service delivery changes or other initiatives to effect improved utilization;
• Assists facility-based clinical department heads and committee chairs in setting and obtaining objectives for the improvement of the quality of care and resource utilization;
• Contributes to financial analysis of provincial Pharmacy Services and related areas to identify where there may be budgetary issues requiring resources and expenditure;
• Participates in recruitment, hiring and performance management of staff;
• Is responsible for planning, implementing and evaluating clinical education and training programs for pharmacists and pharmacy technicians;
• Encourages and supports a positive work environment that advances positive staff morale and quality services;
• Engages in progressive performance management practices and the ongoing mentoring and coaching of direct reports and staff;
• Plans for future human resources needs and ensure appropriate utilization of current resources;
• other duties as required.

Minimum Qualifications:

• Must have a university degree in pharmacy or entry level PharmD from a CCAPP accredited Pharmacy Program, and Certification by the Pharmacy Examining Board of Canada.
• Must be registered with or be currently eligible for registration with the PEI College of Pharmacy.
• Membership in the Canadian Society of Hospital Pharmacists (CSHP) is required.
• A proven track record in clinical pharmacy practice, leading, planning, evaluation, standard setting and process review.
• Established leadership skills in hospital pharmacy services
• Leadership skills that demonstrate the ability to:

• Communicate effectively, build interdisciplinary teams and develop network with peer groups
• Develop a shared vision, accept and foster accountability and integrate evidence into decision making

• Experience in presentation of information to various audiences
• The successful applicant must provide a satisfactory criminal record check prior to beginning employment.
• Must have a good previous work and attendance record, possess a valid driver's license and have access to a reliable vehicle.

Other Qualifications:

• Five years’ experience as a registered pharmacist in the hospital setting including two years in a supervisory or management capacity preferred.
• Successful completion of an Accredited Hospital Residency Program (ACPR) or equivalent clinical pharmacy experience is considered an asset.
• A Clinical Doctorate degree in Pharmacy (PharmD) is considered an asset.

Salary Range: $61.92 - $71.53 per hour (Level 21A)

Bi-Weekly Hours: 75 Hours Bi-Weekly / Monday to Friday / 8am-4pm
