The Manager, People & Culture plays a vital leadership role in supporting the development and delivery of key human resources programs and services at Archway Community Services. Reporting to the Director, People & Culture, the Manager provides operational oversight and expert guidance across a range of HR functions, contributing to a positive, equitable, and high-performing workplace culture.

The Manager also oversees the development and implementation of strategies related to labour relations, recruitment and selection, job design and evaluation, performance management, and change management. This role plays a critical part in maintaining positive labour-management relations and ensuring HR practices are proactive, consistent, and aligned with Archway’s mission, values, and collective agreements.

Your Role:

Archway’s Manager with People and Culture contributes by:

  • Supporting the Director in delivering core People & Culture services, including labour relations, recruitment and selection, job design and evaluation, performance management, and change management.
  • Supervising and mentoring members of the People & Culture team
  • Developing and implementing operational plans and service delivery models that respond to evolving organizational needs.
  • Fostering a collaborative, service-oriented team culture focused on continuous improvement, accountability, and professional development.
  • Assisting the Director in preparing for collective bargaining, including compiling data, drafting proposals, and identifying strategic priorities.
  • Providing advice to leaders on interpreting and applying collective agreements, employment legislation, and People and Culture
  • Auditing labour relations practices to identify discrepancies and recommend improvements.
  • Supporting consistent and proactive handling of labour relations issues related to attendance management, disability accommodations, and return-to-work processes.
  • Managing the grievance process in collaboration with the Director and other HR team members.
  • Coordinating union-management consultation meetings and supports issue resolution through collaborative dialogue.
  • Contributing to the development, review, and implementation of P&C policies and procedures, particularly those related to labour relations and employment standards.
  • Providing advice on policy interpretation and ensures alignment with collective agreements and legal obligations.
  • Overseeing full-cycle recruitment and onboarding processes, ensuring equitable and effective hiring practices.
  • Overseeing performance management processes, including corrective action and disciplinary procedures.

  • Wage: $43.96 – $46.70 per hour per hour
  • A full-time position at 35 hours per week, availability Mondays to Fridays, from 8:30 AM to 5:00 PM.

Getting an Interview–you will be considered if you have:

  • Bachelor’s degree in Human Resources Management or a related field of study and/or appropriate combination of education and experience to ensure on-the-job success.
  • 3-5 years in an HR role at a similar level, with up-to-date knowledge of principles and practices of human resources administration.
  • CPHR designation, or in progress, preferred.
  • 5 or more years of progressive HR experience, including at least 3 years in a leadership or supervisory role.

Demonstrates experience in:

  • Labour relations (contract interpretation, grievances, collective bargaining support).
  • Employee relations and workplace investigations.
  • Supervising or overseeing disability/attendance management programs.
  • Recruitment, training, and HR policy development.
  • Experience in non-profit, social services, or a unionized environment is a strong asset.

The Job Requires you to have:

  • Exceptionional verbal, written, and active listening skills, with the ability to communicate clearly, respectfully, and effectively across diverse backgrounds, cultures, and language levels.
  • Strong organizational and time management abilities; adept at managing multiple priorities and adapting to shifting deadlines.
  • Comprehensive knowledge of relevant legislation and standards, including BC Employment Standards, the Human Rights Code, WorkSafeBC regulations, and collective agreements.
  • Demonstrated expertise in labour relations, conflict resolution, and negotiation, with the ability to support leaders through complex HR matters.
  • Skilled in conducting fair, impartial workplace investigations with discretion and professionalism.
  • Proven ability to coach and support staff and leaders, fostering strong interpersonal relationships and team cohesion.
  • High level of integrity, emotional intelligence, and professionalism in all interactions.
  • Deep commitment to advancing equity, diversity, and inclusion in the workplace.
  • Proficient in Microsoft Office 365 (Word, Excel, Outlook, PowerPoint), with the ability to create clear reports, presentations, and communications.
  • Strong understanding of Archway’s mission, vision, and values, and ability to aoign HR practices accordingly.
  • Efffective communicator and facilitator, capable of presenting information to varied audiences in a clear, concise, and engaging manner.
  • Diplomatic and collaborative approach to problem-solving, with a focus on achieving results through respectful dialogue.
  • Skilled in prioritizing workload and responding to changing organizational needs with flexibility and efficiency.
  • Strong leadership and teamwork capabilities, with a focus on building inclusive, high-performing teams.
  • This position has extended periods of sitting and screen/keyboard use.
  • This position works in a demanding high-paced environment.
  • This position can be completed in a hybrid format.
